Health 10 Quarter 2 Module 2: Significance of Health-Related Laws in Safeguarding People’s Health

This is the Grade 10 Health Self-Learning Module for Quarter 2, Module 2: Significance of Health-Related Laws in Safeguarding People’s Health. It was published by DepEd Region 1 (First Edition, 2020) for home-based learning under the Alternative Delivery Mode. After working through it, learners should be able to explain how existing Philippine health-related laws protect people’s health, and name the government agencies that carry out these laws.

What learners will learn

After going through this module, learners are expected to:

  • Explain the significance of the existing health-related laws in safeguarding people’s health (H10HC-IIb-2).

The module builds on the previous lesson, where learners identified the different health-related laws and discussed their objectives and provisions.

Key ideas: what each law does for people’s health

The module defines “to safeguard” as protecting people’s health, well-being, and human rights, so that they can live free from harm, abuse, and neglect. It then explains the importance of six laws.

LawWhy it matters, according to the module
The Consumer Act of the PhilippinesProtects people against hazards to health and safety and against deceptive and unfair sales practices. It also calls for consumer information and education so people can make sound choices and exercise their rights.
Traditional and Alternative Medicine Act of 1997 (RA 8423)Improves the quality and delivery of healthcare by developing traditional and alternative healthcare and integrating it into the national healthcare system.
Responsible Parenthood and Reproductive Health Act (RA 10354)Supports family planning, which the module says benefits couples, mothers, fathers, children, the community, and the country.
The Philippine AIDS Prevention and Control Act of 1998 (RA 8504)Promotes public awareness of the causes, modes of transmission, consequences, and prevention and control of HIV/AIDS. It also provides for education, safe testing, screening, and counseling, confidential monitoring of cases, and programs against discrimination.
National Blood Services Act of 1994 (RA 7719)Encourages voluntary blood donation as a humanitarian act, treats blood transfusion as a medical service and not a sale, and requires blood banks to run on a non-profit basis under set safety standards.
Cybercrime Prevention Act of 2012 (RA 10175)Punishes content-related offenses such as cybersex, child pornography, and libel committed through a computer system, and penalizes unsolicited commercial communications that advertise or sell products.

Family planning under the Responsible Parenthood and Reproductive Health Act

The module gives the most detail to family planning:

  • Married couples have only the number of children they can afford to support, which helps avoid unwanted pregnancy.
  • Mothers stay healthier. A two- to three-year interval between deliveries gives the mother time to recover.
  • Children get more time, attention, and care, and parents can meet their needs for food, clothing, shelter, health care, and education.
  • Fathers carry a lighter burden in supporting the family and can give each child equal attention.
  • Communities become more peaceful and orderly, with fewer problems like juvenile delinquency, and more open space and better sanitation.
  • The country and the world use land, food, and fuel more slowly as population growth is managed.

Government agencies that implement and enforce the laws

  1. Department of Trade and Industry (DTI): advances consumer rights and welfare.
  2. Department of Agriculture (DA): promotes agricultural development.
  3. Department of Health (DOH): promotes quality health services.
  4. Department of Education (DepEd): ensures consumer education and information.
  5. Bureau of Food and Drugs (BFAD): enforces laws and regulations relating to food.
  6. Bangko Sentral ng Pilipinas (BSP): gives financial consumers a way to seek redress when they feel wronged.
  7. Securities and Exchange Commission (SEC): assures sound standards for financial performance.
  8. Department of Justice (DOJ): leads investigation and prosecution strategies against cybercrime.

How to use this module

The module follows the usual SLM parts, in this order:

  1. What I Know (Pretest): 10 true-or-false items. The module says this is not graded; it only checks what you already know.
  2. What’s New: “Ten Years From Now,” a short essay on how you could use the Responsible Parenthood and Reproductive Health Act as a future parent.
  3. What is It: the discussion of the laws and agencies summarized above.
  4. What’s More: a situation about an engaged couple attending a family seminar, and an assessment where you pick a law that benefited you as an adolescent and cite a situation.
  5. What I Can Do: a chart on the positive effects of family planning on couples, fathers, mothers, children, family finances, and the economy.
  6. Posttest: 10 multiple-choice items, plus a situation about a beauty product bought online that differs from its advertisement.
  7. Additional Activities: a slogan-poster on voluntary blood donation, scored with a rubric on graphics, required elements, attractiveness, and slogan.

For learners: write all answers in your activity notebook or on a separate sheet, not on the module. Check your work honestly with the answer key at the end.

For parents: help your child read the situations and talk through real examples, such as online shopping or blood donation.

For teachers: the answer key covers the pretest and Part I of the posttest. Essays, situations, and the poster have open answers, so use the rubric for the poster.

What is It

To safeguard means to protect people’s health, well-being, and human rights, and enable them to live free from harm, abuse, and neglect.

What is the significance of the health-related laws in protecting people’s health?

Law/PolicyImportance/Significance
The Consumer Act of the Philippines (RA 7395)Protects the people against hazards to health and safety, and deceptive and unfair sales acts and practices. In this light, the policy mandates for information dissemination and education to facilitate sound choice and proper exercise of rights by the consumer.
Traditional and Alternative Medicine Act of 1997 (RA 8423)Provides for the improvement of quality and delivery of healthcare services in the country through the development of traditional and alternative healthcare and its integration into the national healthcare system.
Responsible Parenthood and Reproductive Health Act (RA 10354)● For married couples Family planning is a preparation for responsible parenthood. When a couple agrees to practice this, they will only have the number of children they can afford to support. Therefore, there will be no unwanted pregnancy for the couple. They will still have enough time to enjoy each other’s company without having too many children to attend to.
● For the mother Family planning helps the mother maintain good health and gives her sufficient time between pregnancies to recover from the strain of children. Taking a two-to three-year interval for delivery helps a mother to recover and regain health. It gives her the freedom to have children only when she wants them and only when she is ready for them. It also gives her opportunity to attend her own needs.
● For the children Through family planning, the children get quality time and attention from their parents and they are better taken care of. The parents could meet the basic needs of the children, which are food, clothing, and shelter. In addition, children can receive the health care that they need. The parents can provide them with a good education. More importantly, children will be showered with love and will receive proper attention from their parents.

[transcriber’s note: table continued from the previous page; no header row is printed, so the header cells are left empty]

● For the father
Family planning helps the father shoulder his responsibility and enables him to give his children equal attention. It also lightens the burden in supporting his family as there are only a few to support. It gives his family a better home, education, and good future, thus, keeping the family happy and contented.
● For the community
Family planning improves the economic and social status of the community. It can provide a peaceful, orderly, and self-sustaining community with fewer problems, like juvenile delinquency. The community will be a healthy place to live in with more land, open spaces between houses, playground, sanitation, and less pollution. Peace and order are of paramount importance in every community.
● For the country, and the world
With the rapid growth of population in the country and the world, resources are being used more rapidly, health problems also worsen as modern medicine is not able to keep pace with the health crisis, population growth has been a source of numerous economic problems. By observing family planning for the community, the use of resources like land, food, and fuel can be reduced and sanitation control would be effective. There would be fewer countries suffering from starvation brought about by population explosion.
The Philippine AIDS Prevention and Control Act of 1998 (RA 8504)Promotes public awareness about the following issues related to HIV/AIDS:
1. Causes
2. Modes of transmission
3. Consequences
4. Means of prevention and control
The act also provides for education and information dissemination in various institutions and agencies, safe practices and procedures (testing, screening, and counseling) in health organizations and associations, monitoring of cases with confidentiality, and programs for anti-discriminatory acts (in workplace, hospitals, and other public institutions).
National Blood Services Act of 1994 (RA 7719)a) promotes and encourages voluntary blood donation by the citizenry and to instill public consciousness of the principle that blood donation is a humanitarian act;
b) lays down the legal principle that the provision of blood for transfusion is a professional medical service and not a sale of a commodity;
c) provides adequate, safe, affordable and equitable distribution of supply of blood and blood products;

[transcriber’s note: table continued from the previous page; no header row is printed, so the header cells are left empty]

d) informs the public of the need for voluntary blood donation to curb the hazards caused by the commercial sale of blood;
e) teaches the benefits and rationale of voluntary blood donation in the existing health subjects of the formal education system in all public and private schools, in the elementary, high school and college levels as well as the non-formal education system;
f) to mandate the Department of Health to establish and organize a National Blood Transfusion Service Network in order to rationalize and improve the provision of adequate and safe supply of blood;
g) provides for adequate assistance to institutions promoting voluntary blood donation and providing non-profit blood services;
h) requires all blood collection units and blood banks/centers to operate on a non-profit basis;
i) establishes scientific and professional standards for the operation of blood collection units and blood banks/centers in the Philippines;
j) regulates and ensures the safety of all activities related to the collection, storage and banking of blood; and
k) requires upgrading of blood banks/centers to include preventive services and education to control spread of blood transfusion transmissible diseases.
Cybercrime Prevention Act of 2012 (RA 10175)Punishes content-related offenses such as cybersex, child pornography and libel which may be committed through a computer system. It also penalizes unsolicited commercial communication or content that advertises or sells products or services.
